Comparison between the rural and urban elderly receiving public assistance on their needs and utilization of the social welfare services in Kyonggi Province

Abstract
Korean society is experiencing very rapid aging process. In order to prepare for the aged society, we have to find out the needs of the elderly and their current utilization pattern of the social welfare services. The elderly living in different geographical areas has different needs and shows different utilization patterns of the social welfare services. However, the current social welfare service policies, in general, do not adequately address this kind of discrepancy. The purpose of this study is, first, to find out the difference in the needs of the rural and urban elderly receiving public assistance in Kyonggi province. Second, it also tries to find out the difference in utilization patterns of the social welfare services. Third, it tries to show the discrepancy between the needs and utilization patterns. The study surveyed 17,777 aged people receiving public assiatance in Kyonggi province from January to March 1999. They consisted of eighty nine percent of the all aged public assistance recipients in Kyonggi province. The findings show that there are similarities and differences in the needs and utilization patterns between the rural and urban elderly. The one important similarity is that most of the elderly do not want to go to the nursing homes. However, the findings reveal that there are big discrepancies between the needs and utilization patterns of the rural and urban elderly. Even though the rural elderly has worse health conditions, higher needs for physical assistance since they experience higher rate of separation from their children, they utilize less social welfare services than the urban elderly. Especially, they utilize less of the home helper assistance, visiting nurse, food delivery and vehicle assistance than the urban elderly. Especially the rural elderly receives a lot less of the home helper assistance and food delivery provided from the community welfare centers, vehicle assistance from the community care centers, visiting nurse from the public health centers than the urban elderly. The rural elderly also less utilize community restaurants for the seniors than the urban elderly. The findings suggests that the community care should be expanded and the different service delivery models should be built for the rural and urban elderly. Especially home helper assistance, food delivery services, vehicle assistance and visiting nurse services have to be expanded more rapidly for the rural elderly.
